Instead of targeting Indigenous incarnation how about targeting the behaviour that leads to the incarceration in the first place (ie) Indigenous crime.
Why should the government have targets for driving down incarceration rates? At the end of the day, incarceration is a choice that stems from choosing to live your life outside the law. It’s up to the individual to exercise personal responsibility.
It’s pretty simple really. Don’t do the crime and you wont do the time

Worth noting also that the latest terminology and buzz phrase developed and promoted by the Law Institute of Victoria that describes the lame sentences handed down by leftie judges and the kind of dithering, lame, stand back and watch policing we see practiced in Victoria is known as “therapeutic justice”.
